Born in San Diego, California, Jim grew up in Billings, Montana and Casper, Wyoming. After graduating from law school, Jim returned to Wyoming to start his legal career. His education includes Juris Doctor, May 1996 from the University of North Dakota School of Law, Grand Forks, North Dakota; Bachelor of Science in Computer Science, May 1992, University of Wyoming, Laramie, Wyoming.
Jim enjoys anything outdoors, hunting, golf and ice hockey.
